Glenn County, located in northern California’s agricultural region, maintained Road 37—a half-mile unpaved road that sees constant traffic from farm equipment, trucks, and local residents. The clay-based road struggled with washboarding, dust, and seasonal erosion due to heavy use and dry summer conditions.
